After arguing the case for some time, learned counsels for the applicant state that they would be satisfied if the present Original Application is treated as a representation and the same is disposed of by the respondents within a set time frame.

Looking to the limited prayer made by learned counsels for the applicant, this Original Application is disposed of at the stage of admission itself, without entering into the merits of the case, with a direction to the respondents to consider the present Original Application as a representation of the applicant and decide the same in accordance with the law with a reasoned and speaking order within a period of two months from the date of receipt of a certified copy of this order.  The applicant may also be afforded an opportunity to be heard in person before a decision is taken in the matter. 

In the event of an order prejudicial to his interest, the applicant shall be at liberty to file a fresh substantive Original Application for the purpose.
